Veneer standards, certificates, test papers and market rules by buyer type
Reference hub · Reviewed October 20, 2026
A veneer order is backed by four kinds of paper: a grade or product standard that defines what was sold, a certificate that says something about the seller’s system, a test or inspection record for one lot, and the rules and permits of the market the veneer is going to. Which ones matter depends on who is buying and where the veneer ends up. This page maps each buyer type to the standards, certificates, records and market rules that usually apply, and links to the detail pages.
| Paper | Issued by | About | Cannot tell you |
|---|---|---|---|
| Grade or product standard | A standards body (for example the Decorative Hardwoods Association for HP-1) | What a face or a panel must look like or contain | Whether one lot meets it, unless checked |
| Certificate (FSC, PEFC) | A certification body | The seller’s chain of custody system and product scope | The grade, species or legality of one lot |
| Test or inspection record | Laboratory, mill or inspector | One product or one lot in one test | The same for the rest of the shipment |
| Permits and declarations | Authorities and the importer | Species, origin and rights to trade | Quality |
Buyer type by paper matrix
Standards are named as families. Veneer Vendor does not hold or issue any of these papers, and editions and rules change, so confirm each with the issuing body, your customs broker or the regulator.

- Export documents for veneer: the file buyers expect.
Older guides still cover the basics: the paperwork overview, grades and matching and the veneer RFQ checklist.
How to use the matrix
- Find your row, then read the column that matches the question you have.
- Put the standard and edition, the claim, the test route and the market rule on the RFQ as separate lines.
- Ask the supplier for the original document behind every claim and check it with the issuer.
- Keep the lot sheet, the approved sample and the papers together for the life of the project.
If the lines are ready, send them with the RFQ.
Frequently asked questions
Is a certificate the same as a test report or an import paper?
No. A certificate such as FSC is an independent body's statement about a company's system. A test report says how one product behaved in one test. An import paper such as a CITES permit or a Lacey Act declaration is a customs or legal document. They answer different questions and do not replace each other.
Which papers should a veneer buyer ask for first?
Start with the grade rule and edition, the botanical name of each species, the harvest country, and a lot sheet. Then add what the market asks for: an FSC claim, a CITES permit, a fire report for the panel, and a color approval.
Does Veneer Vendor issue or hold any of these papers?
No. Veneer Vendor is a matching service. It does not grade veneer, test panels, issue certificates or file customs papers. Ask each supplier for the original document and check it with the issuing body.
